Who We Are:
Elsie Rogers Elementary School is part of the Penn-Harris-Madison School Corporation, which is recognized as the premier school district in northern Indiana with a reputation for excellence. P-H-M is among Indiana’s top performing public school corporations, ranking in the Top 4% of ILEARN student performance and Penn High School’s graduation rate is 97.3%.
Elsie Rogers third graders achieved a 94.6% IREAD pass rate in 2025, up from 85.9% in 2024—an 8.7-point increase. P-H-M overall reached 93.7% proficiency, a district record and far above the state average of 87.3%.

We are the Roadrunners and our school colors are silver and blue. Our culture is captured in our Positive Behavior Interventions and Supports (PBIS) plan and school motto R.O.C.K., which stands for Responsible, Open-minded, Courageous, Kind.
Our staff of compassionate and engaged teachers receive ongoing professional development in IDOE state standards. Elsie Rogers teachers partner with Penn High School Robotics Teacher Coach and student Team members to print fidget tools on 3D printers. The tools are used to by students who need help concentrating. This unique program was featured on WSBT-TV. Click here to watch the story.
We are a 1:1 Technology district, which means that every student at Elsie Rogers, as well as every student in the P-H-M school district, has access to their own Chromebook that they use every day in the classroom (kindergartners use iPads).

History
Built in 1952, Elsie Rogers Elementary School was remodeled in 1968 and underwent another extensive renovation in 1982. A stage was added to the gymnasium in 1999 and the entrance was remodeled in 2003 to enhance building security.
